Shirley brings twenty-five years of Project Management and Project Controls experience covering the complete life-cycle of projects in the Oil & Gas, Nuclear and Transportation Industries.
She has managed numerous concurrent project teams (5-42 members each) with budgets up to 3 billion dollars and has been responsible for the development, documentation, and implementation of Portfolio/Program/Project Controls processes including; estimates, budgeting, scheduling, cost and resource loading, performance indicators (including earned value, percent complete, cost to complete, etc.), risk assessment and management, PMOC and Federal reporting as well as portfolio and dashboard set up and management for Corporate reporting.
Shirley also has over five years in Primavera implementation and integration projects including; project requirement definition and documentation, project estimating and budgeting, controls initiation, risk assessment, and project and contractual management/oversight.
In addition to her project management and Project Controls experience, she has deep expertise in business process development, accounts payable and receivable, Federal grant and Corporate hierarchical reporting structures, Capital projects and controls and purchasing/contracting processes.
